4.    Did the intervention simply address individual problems? If not, what other factors contributed to substance abuse problems in the    neighborhood?

5.    What strategies (long-term plans) and tactics (specific actions) were used to address these problems?

6.    In your opinion, could the changes in individuals have been achieved without achieving
       the other types of outcomes (closing down crack houses, providing recreational opportunities for children, organizing block groups,      home repairs, etc.)?
