What is it:

Intergovernmental organization

Objectives:

 

Protection of human rights, pluralist democracy and the rule of law
Promotion of awareness and encouragement of the development of Europe's cultural identity and diversity
Search for solutions to problems facing European society
Assist in consolidation of democratic stability in Europe by backing political, legislative and constitutional reform.

The Council of Europe is not the same as the European Union, but all EU states are members of the Council of Europe.

Decision making authority:

Committee of Ministers (foreign affairs ministers of member states)

The COE also has a:

Parliamentary Assembly-deliberative body-the members appointed by national parliaments.

Congress of Local and Regional Authorities of Europe- consultativebody representing local and regional authorities.

Secretary General of the COE: Walter Schwimmer (elected in 1999 for five year term) Coordinates and directs organizational activities.
