At time of appointment the applicant must have sufficient 6c creditable service (under CSRS or FERS) in order to meet GSA/OIG's mandatory retirement age of 57. Maximum age limitations will not be waived for any applicant, including those entitled to veterans' preference.


Maximum Entry Age: This is a covered position subject to the special retirement provisions for law enforcement officers. This requires that applicants meet the maximum age for entry into a covered position. The maximum entry age is the date immediately preceding the applicants 37th birthday. Duties

The incumbent serves as a criminal investigator in the Field Investigations Office, As such, the incumbent will receive both formal and informal training relevant to the criminal investigation occupation. Performs criminal and non-criminal investigative duties with emphasis on white-collar crime. Plans and conducts investigations of alleged violation of Title 18, United States Code, including fraud, bribery, larceny, embezzlement, collusion, conflict of interest, as well as the violations of Title 18 which involve GSA employees. Also, investigates alleged violations of numerous Federal statues affecting labor law provisions. GSA contracts, contractors, contractor employees, and criminal statues relating to the falsification of contractors certified payrolls and fraudulent deviation from GSA contract specifications. Conducts investigations of violations of GSA Standards of Conduct. Requires detailed analyses of financial records and related documentation. Analyzes financial data and reports on the manipulation of books and records and business transactions of individuals, partnerships, corporations, Government programs and other entities. Conducts proactive investigations into GSA program areas to detect fraud and mismanagement. Evaluates complaints and information to determine investigative merit; plans investigative objective, scope, methods and techniques; gathers, analyzes and reports on complex financial, observational and other information in order to establish it's evidentiary value and sufficiency. Uses current state of the art information technologies to facilitate the collection, analysis and reporting of results of investigation. Participates in surveillance and electronic monitoring. Makes arrests and carries firearms and non-lethal weapons such as pepper spray.
Qualification Requirements.


Applicants must meet the qualifications as outlined in the Office of Personnel Management (OPM) Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience
: is criminal investigative experience in which the principal duties consisted of the independent conduct of investigations of security, intelligence, or criminal cases, the preparation of comprehensive methods and techniques such as surveillance, assuming an undercover role, etc. Experience in performing the normal duties of policeman, guard, watchman, or private detective assigned principally to the protection of life or property, or similar experience in other kinds of positions is not acceptable. Specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower grade level.

Applicants applying at the GS-07 level must have 1 year of specialized experience at the GS-05 level.

EDUCATION SUBSTITUTION:

1 full year of graduate level education or superior academic achievement in a field such as law enforcement, police administration, criminology, or criminal justice is fully qualifying at this grade level.

ALTERNATE PROVISION: Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying for the GS-7.
Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all requirements for a bachelor's degree and meet one of the following.

1. A grade point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
2. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two year of undergraduate study.
3. Rank in the upper one-third of your class in the college, university or major subdivision.
4. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.

Criminal Investigators are required to qualify to use OIG-owned firearms and to accept assignments where firearms are required.
